RSS stands for Real Simple Syndicate. "Great, so... what does that mean?" you say? Well, think of it this way: It is like your own personal switch board that funnels information your way when there is something interesting posted on the internet you may want to know about.
Think of it another way. When a person sends you an email, they don't type their message and send it into cyberspace hoping that the message finds your inbox. You give that person your email address and when they send their message it comes straight to your inbox, letting you know that "you have mail" (said in that deep, AOL voice). You then read it.
It is much the same with RSS. For our purposes, all NEs subscribe to the RSS feed of their team's blog. Whenever the team leader submits a new post for discussion, each NE receives an update signaling that something new has been posted to the blog. The update would provide the title of the post, a short snip-it of the text, and a link to the entire post. Oh yeah, it's good!
